Financing
- The district plans to sell the bonds over a three year period and will issue them as needed in the course of construction. Projections call for three issues of: $10 million, $47.5 million, $17.5 million.
- Total overall tax rate will remain at the 2006 level (payable in June/September 2007) until FY2012 and then slowly reduce.
- Bond and interest debt is level after FY2012 so the portion of a taxpayers bill that is allocated to debt service will not change even if their home value changes.
- This will mean the Bond and Interest Fund levy rate will drop (assuming home increases in value at least 3% per year).
- The district will use serial bonds for debt. The district will NOT use CABs or premium bonds.
